The oracles in the second grouping have thematic connections to the first series, but they are not mirror images of the earlier ones. A cursory reading of 13:17-14:23 and 21:1-10 demonstrates that Babylon will be destroyed in both oracles, but the content of 21:1-19 is very different from chaps. 13-14. The lament for the proud king of Babylon in Sheol (14:4-23) is completely missing in chap. 21, though 21:3–4 does include a brief lament over the fall of Babylon.

The message of this vision is divided into two paragraphs, but it is difficult to know what to do with v. 5. The new “messenger formula” announcing a word from God in 21:6 suggests that it begins the second paragraph. On the other hand, the preponderance of imperatives in 21:5-6 draws them together. An advantage to dividing the paragraph before v. 5 is that both paragraphs would then end with the prophet's reaction to bad news (21:3–4, 10). Verses 1–4 would have an introduction (1a), the vision (1b-2), and the prophet's distressing reaction (3-4), which is similar to the report by the watchman (8-9) and the prophet's distressed reaction (10) in the second paragraph. If this arrangement is accepted, the two paragraphs are:
